Optimism Proposal Mandates 30-Day Notice for Rollup Upgrade Transfers

A Nov. 5 Optimism governance proposal would mandate at least 30 days of public notice before a Standard Rollup transfers upgrade authority from the shared Security Council to a designated address. The measure gives users a set window to evaluate security model changes before control shifts.

Charter Amendment Details

The proposed Standard Rollup Charter amendment applies to chains where the Security Council currently holds upgrade authority. Under this policy, a Chain Governor may request that control move to a chosen address, which would then manage upgrades directly or via a third party.

Such a transfer ends the chain’s status as a Standard Rollup. Users would then rely on the security model of the new key holder, as Optimism Governance and the Security Council would lose their practical ability to enforce Charter policies via upgrade authority.

GitHub pull request 74, open Nov. 5, will merge only if governance accepts the proposal.

Transfer Process and Verification

The process starts with a governor’s request to the Optimism Foundation. Once the Foundation confirms the request is valid and compliant, it publishes a notice on the Optimism Governance Forum.

This notice must list the specific chain, its Chain ID, and material layer-1 contract addresses, while warning that the chain would cease to be a Standard Rollup.

The Security Council must wait 30 days after the notice is published before executing the transaction. The Council must first verify that the Foundation published the notice, the 30-day window passed, and the recipient address matches the one supplied by the Foundation.

Transfers meeting these conditions would not require further Optimism Governance approval or separate votes. The proposal maintains existing legal agreements and restrictions on when governors may request transfers.

Post-transfer, the Foundation updates the Superchain Registry. This may alter external assessments of the chain’s decentralization. The policy requires no changes to node software or smart contracts; future handovers would require new requests and notices.
