A poor bloke here in the UK has 7200 bitcoin sat on an encrypted hard drive in landfill, council won’t allow him to access the site, even though he not only said he would cover the cost of the excavation, but also reward the council handsomely. They still said no. And many more will be lost in the future by those who neglected to back up their private keys and seed phrases on steel.
There will be 21 million BTC but I guess your point is ~7 million can never be bought because they are lost.
