Banks Are Already Building the Rails

Here’s the awkward part: even as the Dallas Fed flags the risks, banks are sprinting to build the very infrastructure that makes tokenized deposits possible. Thirty-nine U.S. state banking associations formed the BankChain Alliance to build a national network supporting tokenized deposits, stablecoins, and automated settlements. It’s a big, coordinated push to keep these assets inside the regulated banking system rather than let them migrate to less supervised corners of the financial world.

The Clearing House is also building a separate network, backed by major players including JPMorgan Chase and Bank of America. So there’s not one race happening — there are at least two, running in parallel.

And the cross-border piece is moving fast too. On August 20, Standard Chartered and HSBC completed a live cross-border transaction using Swift’s blockchain ledger. That transaction linked each bank’s separate internal system, recorded the obligations, then settled through existing infrastructure. It’s basically a proof of concept for a more interconnected banking world, and it worked.

How Banks Might Respond — And What It Costs

Levy and Ramaswamy think banks have a few options, none of them free. One path: hold more highly liquid assets — reserves, U.S. Treasurys — as a buffer against volatile deposit flows. That’s a defensive posture, and it’s not cheap. Liquid assets earn less than loans. Another path: lean harder on term debt to keep lending portfolios funded. Term debt is more stable, sure, but it’s also more expensive. And when banks pay more to fund themselves, that cost tends to travel downstream to consumers and businesses in the form of higher borrowing rates.

So the scenario is basically this: faster, smarter deposits could make banking more efficient at the transaction layer while quietly making credit more expensive at the lending layer. Whether that tradeoff is worth it is unclear yet.

The economists also point to Brazil’s Pix instant-payment system as a rough comparison — though they’re careful to separate it from tokenized deposits, which are a different animal. A 2025 study found that heavier Pix usage pushed Brazilian banks toward holding more liquid assets and reduced credit intermediation. That’s not a perfect parallel, but it’s probably the closest real-world data point available right now.

Agentic artificial intelligence adds another layer. Levy and Ramaswamy specifically call out AI-driven systems as a factor that could accelerate deposit mobility even further. If software agents are optimizing yield automatically, moving funds across institutions faster than any human could decide to, the sensitivity problem gets worse, not better.

Banks are aware of all this, which is partly why the BankChain Alliance exists. The logic seems to be: if tokenized deposits are coming regardless, better to build the rails inside the regulated system and retain some control. The Clearing House network, backed by JPMorgan Chase and Bank of America, follows a similar logic — keep it structured, keep it supervised.

Whether that’s enough to contain the funding volatility Levy and Ramaswamy are worried about, nobody knows yet. What’s clear is that the $700 billion figure is now in the room, and regulators are watching.
